I agree SM, and add one more factor. The inclination of the media (legacy and even non-legacy to an extent) to emphasize horse-race coverage. Nobody's interested in a race (and providing clicks) where one horse is 20 furlongs ahead.

After the first year of Biden presidency I wrote for Alternet / Raw Story that he deserved an A+. I stand by it. His first two years rival the most legislatively productive of the past 75 years. One can make good faith criticisms. For example, even as a Democrat, I think he pivoted too far on border leniency. He ignored the inflationary warnings from Larry Summers about the size of the COVID relief bill, and that added a small portion of the subsequent price surge. But overall, his first two years were outstanding. His second two years were more meandering--but that is natural with a hostile congress set on beating him and suspicion of lame duck status. His greatest failing was his inability to see that it was time to hang it up.
